I have a cheap scope and therefore cheap (useless) instructions. What is the standard on adjusting scopes for windage and elevation? There are two adjusting screws, each with obscure markings on them. What is the effect of turning the top screw and the side screw CW and CCW?

Generally, the top screw is for windage and the side screw is for elevation.
Most all I have ever seen are 1 click = 1/4 inch at 100 yards.
As for the direction of movement of the crosshairs, there should be an arrow pointing for the direction of movement.

Hi Foogoo,
I think Captain Razor was right EXCEPT that he reversed the dials purpose. On all my scopes, the TOP dial is for ELEVATION and the SIDE dial is for WINDAGE. If you don't know the adjustment value of each click or don't know which way to move dials, don't worry! Put the gun on a good solid rest and fire 2-3 shots. Move the TOP dial 10 or 20 clicks Clockwise, fire two more shots, and see where the shots hit. Now you know the direction controlled by top dial and direction impact is moved for Clockwise adjustment. Dividing the total group movement in inches by number of clicks moved (10/20) gives the actual adjustment per click at that distance. Repeat test by moving Side dial 10 or 20 clicks and fire two more shots. Now you know direction, distance per click, etc. for the Side dial. Continue shooting and adjust gun to hit where you want it now. Suggestion: Avoid moving just one click with most scopes, especially cheap ones. It works better by moving several clicks until you get very close to final impact point.

Or, if you have someone with you, fire one shot then put the crosshairs on the hole you made. Don't let the rifle move and have your partner adjust the windage and elevation till they are on the bulls eye. Then do a final shot you should now be on the bull, plus you'll know which way to adjust (RT or Left turns) in the future.

I did get them backwards, sorry about that, it was late and my foot was hurting. My bad!
Yes, the top screw is for elevation, and the side screw is for windage.
Good thing we have each other to confirm or correct our mistakes. ;)
