I wonder if they will have to compromise and make the law apply to just congressman

I bet that if they pass this bill as it is now (haven't read it yet, but I did hear about it on the news) then the middle and upper class would start to come back to the city and, when the city becomes more prosperous, crime will go down even more. A lot of people don't want to live in a city where they can't protect themselves (especially the former murder capital)
