Any -1 MOA rifle is a "sniper" rifle
Gunny Carlos used a Model 70 '06 Target rifle that was capable of 2 moa groups.

Anyway. Sniper, as Assualt Rifle is determined by how its used. And, who uses it.

If John Doe, uses Rifle X to kill some one for hire, its an assination.

If its Sgt John Doe, and uses the same rifle X in covering his paltoons Assualt, then he's a desinated marksman.

If Sgt John Doe uses the same rifle covering a trail intersection, known to be used by the enemy, then its a sniper rifle.

If Officer John Doe, uses Rifle X in a hostage situation in a failed bank robbery, its a counter sniper rifle.

Now if Mr. John Does, Buys Rifle X to compete in F-Class, its a target rifle.

But waiting for John Doe to show up Bill Smith of Smiths Gun and Bait shop, puts a mil dot scope on Rifle X. Brand X now becomes a sales gimic, Calling it a sniper rifle adds to the cost and profit.

Why get hung up on Names. You put 'SNIPER' or 'TATICAL' on a varment or hunting rifle, you can jack up the price.

The rifle I carried in LE was a Model 70 Varment in 223. I could have paid more if the gun shop owner called it a sniper rifle. He didnt and I didnt.

Before I retired it was a sniper rifle, now its a varment rifle.

Sniping is an act, not a Pro-Noun.
