I agree this is a huge pain. My ammo-buying plans are simple: Ammoman.com for everything but 9mm or anything Blazer. You can get 9mm cheap at real stores and, for some reason, Ammoman doesn't carry Blazer, so if that's what I want, I'll go to Natchez.
