If it were sunny CA, I figure this guy'd do some jail time. But surely they still have a modicum of sense down in sunny FL. I'd say this whacked-out neighbor owes the guy three free-range chickens and a turkey. I would have loved to see her daughter trying to resuscitate the chicken using CPR.
