That was not the BATF interpretation of the 94 law. Unless the receiver was assembled into a banned configuration BEFORE the ban, it was not considered "pre-ban". Not saying that was right or consistent, but that was the policy.

So, to the OP, buy it now! I plan to buy an AR pistol before the end of the year. I do not really want one, but I might in the future, so I am thinking get it now while I can.

The more recent proposed ban was HR 1022. It is not actively being pushed (election coming up plus Bush would veto), but could be easily be resurrected if Obama wins.
