Hoplite is a distributor and like almost all distributors, they primarily sell to FFL dealers.

Like almost all distributor's, they DO NOT have retailers policies.
i.e. They don't have returns or exchanges, they're not set up for retail, they're wholesalers.

You buy it, you take any problems up with the manufacturer, OR the FFL retailer you bought it from.
This is the same policy most any wholesaler in any industry follows.
Local dealers have customer relations policies, wholesalers wholesale to dealers.

This is the industry standard, so this isn't a shady or unusual policy.

In any event, problems with 870P Police guns right out of the box are RARE.
I wouldn't hesitate to buy a new gun from Hoplite.

There's one other source that is usually cheaper than ANYONE on Remington Police guns.

Lat month he had a limited time special from his distributor and was selling the Remington 870P Police MAX for about $790 or so.
This is a full $100 less than anyone else I've found.
