Yeah, thats really about the only thing that makes sense. If NOTHING else, having a black-hooded officer out playing in traffic is a freakin PR nightmare, as evidenced by, well, this thread.

You know how when you put on protective sports gear, you get that "powerful" feeling? I would imagine that when performing an "op", that protective gear also improves confidence.
