What's the skinny on 'Heavy' 9mm rifle rounds?

It would seem the ~250 grain sub-sonic 9mm cartridge is created almost exclusively for the Russian AS VAL rifle... but as there is little info on either, what do you guys know? What are your thoughts? 9mm got to better than 7mm, right?

not realy the round has a limited range, and suits special forces better then conventional soldiers because it was designed with silent death in mind, and u can only fire it through this specific rifle
