Two Pro-gun Bills Stalled in House Committees

Gun Owners of America E-Mail/FAX Alert

Dear Georgia Gun Rights Supporter,

Two pro-gun bills are stalled in House committees and I need you to
turn up the heat on the politicians.

Please ask your State Representative to take whatever action is
needed to pass H.B. 304 and H.B. 144 and get recorded, roll-call
votes on both pieces of legislation so gun rights supporters will
know where members of the House stand on these critical issues.

See the roster at the bottom of this message for your
Representative's phone number. To find out who your Representative
is, please go to http://www.gunowners.org/activism.htm and under
Guide to States click on Georgia.

H.B. 304, by Representative Robert Franklin (R - Marietta), would
eliminate No Safety Zones for concealed carry permit holders.

H.B. 144, by Representative Brian Joyce (R - Lookout Mountain),
would allow honest, law abiding gun owners to have a loaded firearm
anywhere in their vehicle, i.e., in a glove compartment, console or
displayed openly -- even if they don't have a permit for a concealed
weapon.

Under current law, honest, law-abiding concealed permit holders
cannot carry concealed at a "public gathering," i.e., sporting
events, public buildings or restaurants that serve alcoholic
beverages. This renders countless Georgians virtually defenseless
while they are out with their family, eating a meal or going to and
from their car at their favorite steak house or pizzeria.

And under current law, honest, law-abiding gun owners cannot have a
concealed loaded firearm in their vehicle unless they have a
concealed weapons permit. Many Georgians have had their handguns
confiscated while traveling into an anti-gun jurisdiction where law
enforcement targets citizens concerned about their self-defense.

Unfortunately, H.B. 304 was sent to a House Public Safety
Sub-Committee and H.B. 144 has not even had a committee hearing.
This is bad news for concealed carry permit holders.

Rep. Curtis Jenkins, the chairman of the Public Safety
Sub-committee, does not have to hold a hearing on a bill or bring it
up for a vote unless he wants to or is persuaded to.

However, Rep. Mike Snow, Chairman of the full Public Safety
Committee, has the power to pull a bill from sub-committee and have
it acted upon.

Why aren't Rep. Snow and Rep. Jenkins standing up for our gun
rights? Well, it may simply be because Rep. Snow and Rep. Jenkins
don't support our Constitutional Right to Keep and Bear Arms. You
see, last year Rep. Snow and Rep. Jenkins voted AGAINST an amendment
to H.B. 189 that stated, "the right to keep and bear arms
uninfringed is guaranteed by" the Georgia and U.S. Constitutions.

If Rep. Mike Snow is your State Representative, please contact him
immediately at 404-656-6801 and ask him to use his leadership
position to advance H.B. 304 and vote to report it to the House
floor for passage, without any amendments that water down or weaken
the bill.

Rep. Jenkins, the Chairman of the Special Judiciary Committee, has
so far refused to hold a hearing on H.B. 144.

If Rep. Jenkins is your State Representative, please contact him
immediately via e-mail at cjenkins@legis.state.ga.us or by phone at
404-656-7857 and ask him to immediately hold a hearing on H.B. 144
and to vote to report it to the House floor for passage, without any
amendments that water down or weaken the bill. And tell him to act
on H.B. 304 as well.

And call your State Representative today (see the roster below for
phone numbers) and ask him or her to urge Rep. Snow and Rep. Jenkins
to advance H.B. 144 and H.B. 304 and to report these bills to the
House floor for passage, without any amendments that water down or
weaken either bill.

Rep. Snow and Rep. Jenkins must decide if they want to stand with
you and other law-abiding gun owners or do the bidding of the
liberal gun grabbers.

Please call your State Representative at once. You can use the
suggested comments below as a guide.

Sincerely,

Dennis Fusaro
Director of State Legislation

***** Suggested comments to your State Representative *****

Representative ___________________,

Please ask Representative Snow and Representative Jenkins to advance
H.B. 304 and H.B. 144 to the House floor for passage.

Support H.B. 304 and H.B. 144 at every opportunity and oppose any
amendments that water down or weaken either bill.

Thank you!

***** Pre-written message to Rep. Jenkins *****

Dear Representative Jenkins,

Please advance H.B. 304 and H.B. 144 to the House floor for passage,
without any amendments that water down or weaken either bill.

H.B. 304 would simply restore the right of self-defense to honest,
law-abiding concealed carry permit holders and eliminate these No
Safety Zones where criminals commit their offenses against citizens
left virtually defenseless under the current law.

H.B. 144 would allow honest, law abiding gun owners to have a loaded
firearm anywhere in their vehicle, i.e., in a glove compartment,
console or displayed openly -- even if they don't have a permit for
a concealed weapon.

Please vote to support H.B. 304 and H.B. 144 at every opportunity.

"And under current law, honest, law-abiding gun owners cannot have a concealed loaded firearm in their vehicle unless they have a concealed weapons permit."

I'm not a lawyer but I believe this is untrue. My understanding is that in Georgia any law-abiding citizen can have a loaded firearm in their car provided it is in the glove compartment, a center console, or in plain view.

glockdoc - You are correct. I don't know about loaded rifles or shotguns as I hear conflicting reports but nobody seems to be able to point me to the specific law in writing. If it is true and no loaded shotguns then GAWD we would be naked!

I went, it was finally held in Rm. 405 of the LOB.

I was only able to be there from 2 until about 3:20, when I had to bail-out to go pick up my son from school. They talked a short while about a bill to allow one-time drug offenders who had kept their noses clean to get a gun permit. This was released from committee. They they talked a looonnngggg time about a bill that would make speeding fines uniform statewide and would set a standard state legal framework for automated ticketing with cameras of red-light runners. I had to exit while this was still going on.

I then walked 10 minutes to my car and drove entirely within the law to Norcross (Wesleyan, 22 miles away) to arrive at about 3:50

Hopefully someone else was there and can give an update.

in the glove compartment or console is NOT considered concealed

concealed means in a woman's pocket book, briefcase ,in a bag, under the seat, or concealed on your person or on the seat cover by paper or what ever.....

yep i heard about this, was done by two black female reps who were tired of hearing from her constituents that it was too hard for them to get a CCW permission slip. I haven't heard from any of my friends that were going. will let you know if i do
