Help Wanted

The New Mexico Gun Owner's Forum is preparing to
launch a statewide public education campaign, and we
need your help to do it. The campaign is a proactive
project designed to get the pro-2nd Amendment message
out to as many people in New Mexico as possible.

In order to carry out the campaign, we need to:

1. Raise money to pay for advertising
2. Recruit volunteers around the state for various
activities

To launch, we need to raise at least $3,000.00 by the
end of June. To that end, NMGOF is going to start an
email/Internet marathon. Starting today, we are going
to include a marathon update in each newsletter, and
on the front page of the NMGOF site. The updates will
include our goal of $3,000.00, how much in
pledges/donations we have received up to that point,
and how much farther we need to reach the goal.

Also, we need volunteers who would head up fundraising
& outreach activities in their counties. To do this,
we will be including a list of available counties with
each newsletter.

So, will you help? Make a pledge today. Your
donation of $10, $20, $50 or more will go a long way
in this battle. Email us today at

Elect Judy Vanderstar Russel, Lt. Governor

Next fall, State Rep. Judy Vanderstar Russel (R-Rio
Rancho) will be running for the Lt. Governor
nomination. As many of you know, Judy sponsored the
Concealed Carry bill this year, and she is very worthy
of our support.

What's more, Judy has been a very helpful supporter of
NMGOF, and is a tireless worker. Every time I see
her, she is involved with so many freedom minded
projects. Still, she exhibits strong motivational
skills and manages to get everyone else motivated.
These are qualities that we need in a leader.

Concealed Carry Update

The Albuquerque City Council's Finance Committee will
be meeting on June 11th, 2001. They will be hearing
testimony on Mayor Baca's proposed ban on concealed
carry, so we need to get as many people out there as
possible!

Also, Councillor Greg Payne has stated that he will be
introducing a measure to the Council on the 11th
which, if passed, would keep Baca from using the City
Attorney's office to sue the state over the CCW law.

Please make every effort to be at the meeting on the
11th. It will be held in the City Council chambers,
One Civic Plaza, at 5:00pm. If you want to speak
before the Council, you will need to be there at
4:30pm to sign up. If you need directions or further

Bullet Performance, Part I

In this report I will attempt to plead my case for
raising the minimum caliber restrictions for elk and
moose.

I do not claim to be an expert, however, I am a
lifelong hunter, handloader, competitive shooter and
NRA Certified Firearms Instructor. Being a hunter does
not keep me from being sympathetic towards any animal
that is not harvested cleanly and swiftly.

By raising the restriction to a larger caliber, we
hope to reduce the chances that animals will be left
to die from infection, predators or the elements. We
feel that the current restrictions were created more
from biased opinion and/or public pressure than from
the study of terminal ballistics, both in the field
and from the numerous manuals and reports that are
available to the public.

This is not to say that, in the hands of a responsible
sportsman and expert rifleman, the .243 Winchester
will not cleanly take an elk. But, if you consider
misjudgement of distance, wind speed, nervousness,
fatigue, overconfidence, inexperience, failing light
conditions or bad shot placement you will almost
certainly have a wounded animal to try and recover.

I understand that we will lose some animals no matter
what we use, but by using a larger caliber and
prohibiting hollow-point bullets in rifles, we can
help compensate for those factors that affect perfect
shot placement.

In the following text, I will present a number of
facts that should help to explain why we should
increase the minimum caliber allowed for elk and
moose.

Energy vs. Momentum

Webster describes momentum as, "the product of a
body's mass and linear velocity." Mass of a body is
best described as the physical volume or bulk of a
solid object.

I'm not trying to turn this into a physics class, but
the figures that one derives from various ballistics
tables and product advertising are expressed in foot
pounds of energy and do not take into account the
bullet's diameter. Diameter must be included to
determine mass. These figures are very misleading and
mean nothing when comparing bullets of different
calibers.

In an extreme example, a 180 grain, .30 caliber bullet
fired at 2700 feet per second(fps) will generate 2913
ft. lbs. of energy. In contrast, a 5 grain, .177
caliber B-B fired at 16,250 fps will generate 2932 ft.
lbs. of energy. Does this mean that the B-B is equally
suited to big game hunting as the .30-06? I think not.
While both show the same theoretical energy in the
ballistics tables, they will not deliver the same
energy to the target.

By factoring in the diameter of the bullet, you have
realistic means with which to compare the striking
force of any projectile at any speed or distance. This
formula is commonly referred to as "the Taylor
Factor". By applying this formula in comparing
cartridges, you will come to understand why the
venerable .30-30 still accounts for more than it's
share of big game every year even with it's modest
1762 ft. lbs of "energy".

Neither of these formulas takes into account the
performance of the bullet which, along with proper
shot placement, is ultimately the deciding factor in
bringing home the venison. However, the Taylor Factor
will give you a way to compare the force applied at
impact which is directly proportional to the bullet's
ability to smash bone and penetrate heavy muscle.

The .243 class of cartridges lacks the momentum and
proper bullet construction to reliably penetrate the
shoulder bone, that often covers the vitals, and still
reach the vitals intact.

The variables in this topic are nothing short of
endless so I will try to sum it up in a reasonable
amount of time.

There is a happy medium between full metal jacketed
bullets that do not expand thus causing almost no
tissue damage or trauma and the hollow point bullet
that expands too rapidly and causes shallow, but
grievous flesh wounds that may cause an animal to die
a slow lingering death.
