How else is this guy able to evade roadblocks setup minutes after a shoot.

He has probably been stopped several times by LE, he just waves his credentials and they let him go without questioning.

I listen to scanners, and in more than several instances, I have heard dispatch advise officer to let person go, even after officer has found incriminating behaviour and material.
