Same thing was happening out at our private range that a select few people had keys to: ie., a couple friends, the city police had one key they would sign out, the sheriff's department had a key they would sign out and the local highway patrols had a key but apparently they didn't keep a record of who signed it out or anything. So we ended up buying some game cameras and hiding them around the range. Turned out to be two highway patrols

.....needless to say we took their range privileges away from them. Haven't had any problems since.
