Chances are here that such a widespread bad treatment of citizens would either result in quick disposition of our Government or in an outright war. And - lots of steel core bullet will defeat armor vests.
But anyway, the .50 BMG is anti-materiel round - if somebody wears so much material, that he 'needs' a .50, then he should maybe start running.
