I would call back whoever you called last time and report that it IS sick or injured. You're in Cougar territory, so it's probably not a pet (although that's not impossible). If it's wild, it wouldn't be acting that way. I don't recommend shooting it on general principles unless it shows aggression or foaming at the mouth.
