Likewise, why is Georgia in the fourth tier? According to the Brady Bunch, we are just a hair away from a good, solid "F". Shall Issue CCW (granted, it would be better if we had open carry and universal carry, but...), no CCW testing (range qualification or written), no purchase waiting period, no local jurisdiction overrides -- what's not to like?
