Many times, it seems, the threat of informing an employee's superiors of his gross incompetence is the only way to get him to perform.
I would certainly inform the district manager, and don't forget to add that you were treated like s#it, and made to feel like a criminal when it was THEIR mistake that caused the problem in the first place.
